Peggy Stewart

Peggy Stewart is an independent consultant based in San Diego County who provides management consulting and mediation services to non-profit, public and private sector clients.
Ms. Stewart has over 35 years of local and state government experience in California and Alaska. She has had a successful and diverse career and is highly skilled in management and organization, including human resources, organizational development, labor relations and negotiations, policy development and analysis, and organizational operations. She has extensive experience in financial analysis, cash flow and budgeting, and long-range fiscal forecasting, with a unique ability to evaluate short and long term impacts of policy decisions and capital acquisitions on fee structures and agency funding.
Highlights of her public sector experience include serving as Executive Director for THE CENTRE for Organization Effectiveness, a leadership institute committed to developing leaders for public and non-profit agencies; Director of Administrative Services for the City of Poway where she was recognized for her financial and negotiating skills as a team leader in a phased withdrawal strategy for 60 voluntary agencies from the San Diego County Investment Pool in 1995; creating and then serving as the Executive Director of the Anchorage Parking Authority which partnered in the co-development of a $100 million downtown shopping mall and parking garage.
Peggy’s consulting work for non-profits, local government and for-profit organizations has included management audits, executive compensation studies, project management, internal systems analysis, organizational restructuring, financing and fiscal forecast models, and management information reporting systems.
Ms. Stewart has a BA (Cum Laude) from the University of Washington and Mediation Credential from the San Diego Mediation Center. In 1987, the Alaska Chapter of the American Society of Public Administrators named her Public Administrator of the Year.
