Dr. Chen is an Associate Professor in the Andrew Young School of Policy Studies at Georgia State University. (Atlanta, GA). His research interests include state and local infrastructure (transportation) finance, fiscal transparency, and disaster finance. He is the lead author for the book of innovative infrastructure finance. His publications appear in Public Administration, American Review of Public Administration, Public Management Review, Public Performance & Management Review, International Review of Administrative Sciences, State and Local Government Review, Transport Policy, Public Finance Review, Public Budgeting & Finance, Journal of Public Budgeting, Accounting & Financial Management, Municipal Finance Journal, and Public Works Management &Policy.
Dr. Chen has received research funding from Governmental Accounting Standards Board (GASB), Lincoln Institute of Land Policy, International City/County Management Association, Government Finance Officers Association, Open Government Partnership, and American Political Science Association. Dr. Chen’s research won three national awards: the William J. Petak Best Paper Award by the American Society of Public Administration (ASPA) Section on Emergency and Crisis Management (SECM), the Garcia-Zamor Best Paper Award by the ASPA Section on International and Comparative Public Administration (SICA), and NASPAA Best Doctoral Student Manuscript Award. His work was featured in Governing, Public Works Magazine, Government Finance Review, and ICMA E-Newsletters.
