Dr. Shirk’s research looks at the historical shift from bureaucratic administration to contemporary market-based governance structures. His dissertation, “Traditional Public Administration, New Public Management, and the Specter of a Post-Work Future,” analyzes the development U.S. public administration, its subsequent critique and transformation within a neoliberal political economy, and the liberatory potential of the nascent fourth Industrial Revolution. His research has appeared in Administration & Society and Community Development.
