Government Contracting Opportunities Have a Dynamic Impact on Winnebago Tribe

Winnebago, Nebraska – The success of Blue Sky Dynamic Group in securing government contracts is building the nationwide reputation of its subsidiaries – Dynamic Systems, Inc. and Prairie Ridge Solutions – and benefitting the Winnebago Tribe of Nebraska.
Blue Sky Dynamic Group is a division of Ho-Chunk, Inc., the economic development corporation of the Winnebago Tribe of Nebraska. Ho-Chunk, Inc. subsidiaries have worked for nearly 30 years with all levels of local, state, tribal and federal government agencies. These subsidiaries provide operations and maintenance services, as well as telecommunications, training services, logistics and transportation, IT and cyber security, health services, professional services, office solutions, furniture and design, construction, and raw and fabricated metals.
Dynamic Systems delivers facilities management, operations and maintenance services. Since its inception in 2020, Dynamic Systems has secured $25 million in total contract value, says Senior Director Rich Sahm.
The company began with Sahm and there are now seven people on his team, along with an additional 40 seasonal employees.
In addition to Sahm, Dynamic Systems is led by Director of Business Development Matt Wilke, and Director of Operations Cayce Burks. Both have extensive experience securing contracts with federal agencies including the Department of Defense (DoD), Department of Homeland Security (DHS) , U.S. Army and U.S. Air Force, Naval Facilities Engineering Systems Command (NAVFAC) and the General Services Administration (GSA).
“I believe the experience of our team is having a tremendously positive impact on our growth,” Sahm says. “Being a division of Ho-Chunk, Inc. also raises our status above our competitors. A company needs solid financial backing to get off the ground, and Ho-Chunk, Inc. has provided that, along with many other levels of expertise.”
The traditional name for the Winnebago people is Hochungra, often shortened to Ho-Chunk. The Winnebago Tribe started Ho-Chunk, Inc. in 1994 to create jobs and diversify the tribe’s revenue. Its mission has since evolved to create both an economy and middle class on the reservation, and its success has significantly improved the quality of life in less than a generation.
According to Ho-Chunk, Inc.’s December 2023 economic impact report, in the tri-state region of Nebraska, Iowa and South Dakota the Winnebago Tribe is responsible for 3,525 jobs and $196.4 million in labor income.
Since its launch, Dynamic Systems has relied upon the advice of the Nebraska Business Development Center (NBDC) and its APEX Accelerator government contracting program and consultants.
APEX Consultant Meghann Buresh in Norfolk says the NBDC has assisted Dynamic Systems with market research reports and provided Mentor Protégé joint venture assistance. Additionally, Dynamic Systems’ Director Wilke attended the Spring 2023 Meet the Buyers Conference in Omaha, and the NBDC connected Sahm to representatives at Minot (N.D.) Air Force Base, Offutt Air Force Base and Francis E. Warren Air Force Base in Wyoming.
Sahm says the NBDC also helped develop the company’s BidMatching profile to receive notifications of government opportunities. “We rely extensively on BidMatch to help filter through the contracts that are out there,” Sahm says. “We look at that daily, and Meghann’s help with it made a big difference."
