Elizabeth M. Durham-Ruiz is a member of the Senior Executive Service and is currently serving as the executive director, command, control, communications, and cyber and deputy chief information officer for U.S. Transportation Command (USTRANSCOM), Scott Air Force Base, Illinois.
She provides Department of Defense (DoD) oversight of the joint deployment and distribution architecture, enterprise infrastructure portfolio and associated information technology (IT) investments, regulatory and statutory compliance for the Command’s information systems, and migration into the DoD joint information environment.
She also provides execution management oversight of the USTRANSCOM cyberspace operations mission areas and advises the commander on CIO compliance and technical aspects of IT investments, enterprise architecture, and process improvement and reengineering.
Durham-Ruiz graduated in 1982 from the U.S. Air Force Academy with a Bachelor of Science degree. She served as an Air Force officer for 24 years prior to entering civil service. While on active duty, Colonel Durham-Ruiz commanded the 755th Communications Squadron and held leadership positions on the Headquarters (HQ) Air Force Space Command Staff, HQ U.S. Strategic Command (USSTRATCOM) Staff, HQ U.S. Air Force Staff, and the Joint Staff.
She has extensive experience in enterprise IT systems, data visualization, collaboration, satellite communications, and C4 systems supporting presidential, strategic, tactical, satellite commanding, space, and Integrated Tactical Warning/Attack Assessment (ITW/AA) missions.
Durham-Ruiz also earned a Master of Science degree in systems management from the Florida Institute of Technology and a Master of Arts degree in national security and strategic studies from the U.S. Naval War College. A lifelong learner, she earned an Executive Master of Business Administration from the University of Nebraska at Omaha in 2013.
