E.A. "Penny" Westfall received a BSBA in 1975 and an MBA in 1985 from UNO. On January 15, 1999, Iowa governor Tom Vilsack appointed Ms. Westfall to the position of Commissioner for the Iowa Department of Safety. A magna cum laude bachelor's graduate of UNO's College of Business Administration, Ms. Westfall also earned a law degree from Creighton University.
From 1978 to 1985, she served as an assistant Pottawattamie (IA) County attorney. She left the office to become assistant dean of the UNO College of Business Administration.
Two years later, she was elected Pottawattamie County Attorney and served in that capacity from 1987 to 1991. She later held the post of Iowa Assistant Attorney General in the Prosecuting Attorney's Training Coordinator's Office and, in 1994, became Chief Deputy at the Story (IA) County Sheriff's Office.
