Nebraska’s Vocational and Life Skills Program (VLS) was created by Nebraska Legislative Bill 907 in 2014 with the purpose of easing the transition for individuals who reenter the community after incarceration. The Nebraska Center for Justice Research (NCJR), housed at the University of Nebraska at Omaha, has evaluated the VLS initiative since 2014. This annual report covers the 2021-22 fiscal years VLS program activities and provides summaries of program outputs, highlights, and outcomes. Several results and measures presented provide supportive evidence that the VLS initiative is achieving the overarching long-term program goals of increasing the quality of life and meaningful employment among participants, while aiding in the desistance-recidivism process.
